به استناد مادة 131 قانون كار جمهوري اسلامي ايران ودر اجرای آيين‌نامه انجمن‌هاي صنفي و كانون هاي مربوط و به منظور حفظ حقوق و منافع مشروع و قانوني و بهبود وضع اقتصادي کارگران كه خود متضمن حفظ منافع جامعه نيز باشد ؛ اين انجمن صنفي تشكيل مي‌گردد .
